The Open Hand Monument is a planned monument by Le Corbusier in Chandigarh. This monument is 85 feet high and one of the best place to visit in Chandigarh. 

This hand is made of metal sheets which can rotate like a weather cock. This hand is made to indicate the direction direction of wind also meant to convey a message of peace.
